Inside Biden’s AI National Security Memorandum: Governance, Cybersecurity, and Global Impact

President Biden’s first-ever National Security Memorandum (NSM) on AI underscores the critical role artificial intelligence will play in U.S. national security and foreign policy. This memorandum, titled Biden’s AI National Security Memorandum and U.S. Leadership in AI Governance, builds on his earlier AI executive order to outline a strategic approach for establishing U.S. AI leadership, securing American technological innovations, and developing international governance standards. As part of this effort, the memorandum introduces the AI Safety Institute, which will oversee the safe and ethical development of AI in close collaboration with national security agencies. Melissa Ruzzi, Director of AI at AppOmni, notes that the memorandum directly addresses AI security risks, particularly the threat of cyber attacks and misinformation.

Furthermore, the NSM advocates democratizing AI research by expanding resources to universities, civil society organizations, and small businesses, reducing tech giants’ dominance. Additionally, the NSM aligns with international AI standards, including the G7’s International Code of Conduct and the U.N.’s AI resolution. By connecting with the CHIPS Act, the memorandum reinforces the importance of semiconductor security to advance U.S. AI capabilities. This initiative strengthens America’s commitment to innovation, ethical governance, and leadership in the global AI landscape.
